Frequently Asked Questions About e-Avize
Why do I need a UIT code?
- Starting in 2023, ANAF introduced e-Transport, an integrated electronic system for real-time monitoring of domestic road transport of goods with a high fiscal risk.
- Starting July 1, 2024, all import/export shipments must be declared.
- Thus, it is mandatory to declare in advance the details of road shipments of high-tax-risk goods by registering the waybill in e-Transport and obtaining the UIT code.
When and who needs a UIT code?
- When importing into or exporting from Romania;
- When delivering or transporting high-tax-risk goods by road within Romania;
- When transporting high-tax-risk goods in transit through Romania;
- Any importer/exporter, SME, carrier, or corporation delivering high-tax-risk goods transported by road within the country must declare the shipment and obtain a UIT code.
Can I report shipments in euros?
With e-Avize, yes!
Our app is connected in real time to the BNR exchange rate, which allows you to report shipments in any other currency. It’s important to note that ANAF only records the value in lei.
What are high-risk taxable assets?
The high-risk taxable goods currently defined by ANAF are:
- soil and stone – gravel, crushed stone, crushed rock, salt, sulfur, gypsum, lime, and cement;
- cast iron, iron, and steel;
- beverages, alcoholic liquids, and vinegar;
- meat and edible offal; fish and crustaceans, mollusks, and other aquatic invertebrates; milk and dairy products, bird eggs, natural honey, and edible products of animal origin not elsewhere specified or included;
- vegetables, plants, roots, and tubers, for food; edible fruits, citrus or melon peels;
- raw or unmanufactured tobacco, tobacco waste; other processed tobacco and tobacco substitutes, homogenized or reconstituted tobacco, tobacco extracts and essences; products containing tobacco, reconstituted tobacco, nicotine, or tobacco or nicotine substitutes intended for inhalation without combustion, other products containing nicotine intended for the absorption of nicotine into the human body;
- clothing and clothing accessories, knitted or crocheted; clothing and clothing accessories, other than knitted or crocheted;
- footwear, boots, and similar articles, parts of such articles;
What are the requirements for reporting shipments in eTransport?
1. The vehicle performing the transport has a gross vehicle weight rating (GVWR) exceeding 2.5 tons;
2. The total weight of goods subject to tax exceeds 500 kg;
3. The total value of the goods exceeds 10,000 lei for a single transaction.
What data do I need to enter when declaring shipments?
Pursuant to Article 4(1) of Government Emergency Ordinance No. 41/2022, as subsequently amended and supplemented, the RO e-Transport system includes IT modules for managing the transport of goods, through which data regarding the shipper and consignee, the name, characteristics, quantities, and value of the goods transported, the loading and unloading locations, details regarding the means of transport used, as well as the generated UIT code are recorded.
The value of the goods transported is calculated by multiplying the unit price/value by the quantities/number of products transported.
What do I need to declare for shipments involving customs import/export?
Transportation to the customs office is carried out under a customs procedure. Declarations are required only for intra-Community shipments. Therefore, in eTransport, you only need to declare “Customs Office – Own Warehouse.”
What is e-avize?
e-Avize is a web application that allows you to report shipments in e-Transport and obtain a UIT code in a simple and efficient manner. Optionally, you can generate a waybill / CMR.
How does e-Avize help you?
- It doesn’t require hiring additional staff and offers the best value for money.
- e-Avize is legally compliant, as e-Transport generates UIT-coded notices and registers the transport on ANAF’s servers.
Do I need a qualified digital signature?
- Yes, to register the signature in the system and obtain a virtual token valid for 90 days.
- The digital signature remains with the holder after registration (CFO, CEO, administrator, etc.), while the system automatically maintains a virtual token that is updated every 90 days.
- Declaring shipments does not require the user to have the signature available. It is done based on the virtual token (valid for 90 days).
How does e-Avize work?
- Log in to your account in the e-Avize web application using a web browser (Chrome, Firefox, etc.) connected to the Internet;
- Fill in the required information and register your digital signature (once registered, it remains with the account holder and does not need to be permanently stored on your computer to issue UIT-coded notices);
- Save your data and your products, or those of your beneficiaries (or enter them as you go and they will be saved);
- Now you can declare shipments in eTransport, generate waybills/CMRs, and e-Avize automatically obtains the UIT code.
Can I be more efficient with e-Avize?
Yes! But only if:
- You want repetitive data to be pre-filled—based on product catalogs, prices, customers, and delivery and shipping addresses;
- You have a high workload and issue many shipping notices daily;
- You want to declare shipments based on orders in the system or templates;
- You have multiple locations and multiple users;
- You want to import data from Excel or integrate with existing software;
- You want custom reports;
- You want dedicated support and on-demand features;
- You want safety and security:
- the digital signature remains with the holder (CFO, CEO, administrator, etc.);
- high security standards (similar to the financial and banking sector);
- options for dedicated cloud installation or local server (on-premise)
Do I need to buy any other software besides e-Avize?
No, e-Avize is a standalone web application that, through an account and a subscription, provides access to the issuance of UIT-coded notices.
Is there a way to view all declared shipments over a specific time period?
Yes. One of the features of e-Avize is the ability to generate an Excel report showing the details of all declared shipments.
How long does it take to set up e-Avize? What do I need?
- You can start using e-Avize services immediately after creating an account on e-Avize.ro
- Access is simple: sign up or log in to your account, enter some details about your products, and you’re all set—you can start issuing notices.
- You need a web browser (Chrome, Firefox, etc.) connected to the internet, a qualified digital signature for registration—which then remains with the holder (CFO, CEO, administrator, etc.)—and the system automatically maintains a virtual token that is updated every 3 months.
How many users and locations can I add?
The number of users and locations depends on the service plan you purchase.
